Slavishly literal translation:
66. Both rites of baptizing adults, whether the more simple or the more solemn, held [to be] so by reason of the restored catechumenate, are to be revised; and into the Roman Missal a proper Mass โOn the Occasion of Baptismโ is to be inserted.
Because various elements of the liturgical celebrations marking the catechumenate (such as exorcisms/scrutinies, anointings, the ephphetha ceremony, etc.) had been inserted into the rites of adult Baptism, the Council Fathers directed that both the simple and the solemn rites of adult Baptism had to be revised in order to take into account what belonged to the essence of the baptismal rites proper. Foreseeing that there might be occasions when an unbaptized adult might receive baptism outside of the Easter Vigil, the Council Fathers also direct that the intimate connection between baptism and eucharist be maintained by the creation and insertion of a special ritual Mass โOn the Occasion of Baptismโ into the Roman Missal.
