Why does WY qualify as Southwest?
    I’m in AZ, which does.

“Why does WY qualify as Southwest?”

From the conference’s website, linked in the post:

“The Southwest Liturgical Conference (SWLC) is a liturgical organization comprising the twenty-eight Roman Catholic Dioceses of Region X and Region XIII of the Federation of Diocesan Liturgical Commissions (FDLC) in the states of Arizona, Arkansas, Colorado, New Mexico, Oklahoma, Texas, Utah, and Wyoming. Founded in 1962, the SWLC reflects the rich Catholic heritage of the Southwest present in richly diverse multicultural, urban, and rural communities.”

Interesting that they were founded during the beginning stages of Vatican II. Pretty forward-looking conference, it seems.

Here’s a map of USCCB regions (groups of metropolitan provinces), which the Federation also uses:

This conference covers the crimson and beige regions.
